You have to be guided by the situation. The best way to do this, both in the case of military and civilian aid, is to find out everything on the spot, that is, to go on a reconnaissance trip. Bring people something they need first.


For example, soldiers will always need radios and body armor, and civilians will need provisions, water, and basic medicines. This is how good and accurate lists for purchasing humanitarian supplies are made.


Finding out what people need through some centralized agency is usually problematic. Of course, there are good guys who do this, but in general it is better to find out by "humanitarian reconnaissance.
