At that time, an additional 500-700 billion rubles were spent on this. In my opinion, it is necessary to repeat this experience now. Then, we will reach 3-3.5% for consumption in 2022, and we will have a chance to fully recover our losses in 2023.

The most alarming situation is in investments in the real sector. Although at this point it is clear that the pessimistic outlook has certainly not materialized. Contrary to expectations, enterprises increased their investments in the second and third quarters, as they decided to complete their investment projects, and also began to fight for the niches that had been vacated.

However, the peak of the decline in investments will come in the fourth quarter of this year and will probably affect the beginning of the next one. At the end of the year, the forecast is for minus 2% and another minus 1% next year. The figures seem to be quite good, but if we want to achieve sustainable economic growth and implement import substitution projects, the annual increase in investment should be at least 5-7%.

And here we come to the fact that it is not easy to achieve this figure. The obvious option is to increase public investment (I hope Siluanov will not be able to push through the budget rule), but the private sector will have to be stimulated solely through subsidies. Does the budget have enough money for a large-scale stimulation of investment, not only in key sectors of the economy? So far, this question remains open.

In terms of investment support, Belousov outlined such instruments as the NWPC (Agreement on Protection and Promotion of Capital Investments), the regional investment standard, industrial clusters, shock import substitution in frame industries (aircraft industry, automotive industry, power engineering).

All of this is certainly important and necessary. The question is speed and bureaucracy. If 50-70 new projects are approved annually for NWPC, and not 26 as planned now, the volume of investments in this sector will be sufficient. Therefore, I hope the government will step up the pace.

One last thing. This is foreign trade. Non-energy exports are estimated to fall by 17% for the year. However, here we should understand that this will be mainly due to metallurgical products.

As for imports, at one point the decline peaked at 50%. Now imports have recovered to 65-70% of the previous year. Consumer imports decreased by 3-5%, but imports of investment goods - by 17-20%. Critical imports - by 11%.

In general, despite certain negative aspects, which is quite natural, we can say that the Russian economy has more than confidently passed the peak of the crisis. Our losses, as in 2020, were minimal. Now we need to finally close the problematic issues by the end of the year.
