Many small monotowns still live within the framework of the planned economy and are largely dependent on the state order. As a consequence, the market approach in monotowns is expressed to a lesser extent, and, despite the manifestations of social discontent, the basic attitude of society remains predominantly loyalist.
Unfavorable development scenarios may result in the outflow of population from single-industry towns and marginalization of some of the remaining ones, which will intensify the already noticeable depressive trends in many single-industry towns, including the growth of poverty and manifestations of social anomie.
