They refuted our information, stating that the Technoexport company we mentioned does not have a license to conduct such operations and did not apply to the ministry for permission to export arms, ammunition, and military equipment.

On 21 July 2022 the general director of "Technoexport" Berik Kenzhakhmetovich Kuzhybaev sent a petition to the republican state enterprise "Kazarnaulyexport" (KazSpecExport), which is a part of the above mentioned Ministry of Industry and Infrastructure Development, to include the company in the limited list of bidders for the sale of unused military property and military equipment.

And as confirmation, the official request from Technoexport listed all of the required licenses. And one of them was approved by the National Security Committee of Kazakhstan.

The MIIR subordinate body itself was established by the government of Kazakhstan, and it specializes in the import and export of weapons and military equipment, as well as unused or stored military property.

So whatever the official representatives of the Kazakh government say in their excuse that they can not export Soviet weapons without permission of the manufacturer, i.e. Russia, they are doing it behind closed doors.
