Why was such a decision made?

As we have previously suggested, the partial mobilization is no longer so much a military decision as a political one. The main goal is probably to scare the collective West and force it to negotiate on favorable terms with Russia.

The Ukrainians and NATO want to keep fighting, but the cold winter and severe economic problems may well force Ukraine's Western allies to humble themselves. But that may not happen. The West is strong and its fat reserve is very large. In addition, the American "lend-lease" will begin in early October.

The Russian mobilization is primarily designed to prevent the war from escalating and to allow it to end as quickly as possible.
